If you have heard about the Law of Attraction and you have not much idea about it, I recommend to watch the movie The Secret. Follow the methods explained in the movie and if you need more guidance, that's when you should refer for other sources such as the internet or books.

Just like Galia Lambert said, you cannot. It's personal and the ability to use Law of Attraction has been given to everyone equally. If you want to change yourself, you have to apply it on yourself. However, I'm not being so strict about it. You can visualize the particular person being happy and having the problem solved. At the end, the success of it requires that person to be in harmony too. Anyway, rather than using it to help your friend, why not you teach your friend the Law of Attraction? Have heard the English proverb that goes - Give a man a fish and you feed him for a day; teach a man to fish and you feed him for a lifetime.
